Europe faces an unprecedented strategic inflection point in the global race for Artificial Intelligence (AI), Cloud computing and next-generation connectivity. The scale of investment required to remain competitive in AI-native infrastructures, distributed computing and advanced connectivity exceeds the capacity of any single European Telco operator, Cloud provider or vendor.
At the same time, Europe’s digital infrastructure landscape remains fragmented – technically, commercially and regulatorily – limiting its ability to compete with vertically integrated global players.
The European policy landscape – including the Draghi Report and the European Commission White Paper “How to Master Europe’s Digital Infrastructure Needs” – calls for a Connected Collaborative Computing Networks (3CN) vision: a secure, federated, multi-provider infrastructure integrating Telco, Cloud, Edge, AI and High-Performance Computing (HPC) capabilities. This vision aims to strengthen European digital sovereignty, reduce dependency on non-EU suppliers, and reinforce Europe’s industrial competitiveness.
The EURO-3C project realises the 3CN vision by developing and demonstrating the first large-scale federated, open, and sovereign European infrastructure pilot for supplying market-ready, interoperable and converged Telco-Edge-Cloud services, towards strengthening the European digital market, and addressing societal, techno-economic and vertical-specific demands.

Relevance and Timeliness
Europe stands at a decisive moment in redefining its digital infrastructure strategy. The convergence of AI, Cloud-Edge continuum, and next-generation connectivity (including 6G evolution) requires systemic transformation rather than incremental upgrades.
EURO-3C represents the first coordinated large-scale pilot implementing the 3CN vision in practice. Its federated approach directly addresses critical European priorities:
